Gress et. al. Moscow State University reports on The Astronomers' Telegram 8596 the discovery of MASTER OT J003831.10-640313.7 using the MASTER-SAAO auto-detection system. It is located at: RA 00h 38m 31.10s DEC -64 03' 13.7" on 2016 Jan 26.85306 UT. The OT unfiltered magnitude is 12.7m (limit 18.5m). The OT is seen in 48 images. There is no minor planet at this place. A reference image pf 2015 Feb 06.77647 UT with unfiltered magnitude limit 21.7m did now show the transient. There are several catalogues which contain the object inside their error box: GALEX,WISE etc but it is interesting that the source is found in the Atlas of Radio/X-ray associations (ARXA). Spectral observations are required. The discovery and reference images are available at: http://master.sai.msu.ru/static/OT/003831.10-640313.7.png Editor: We would welcome further observations from Southern Hemisphere observers and others with robotic telescope access.
